Beef burger or Lamb burger
The same object made from a different animal, which sounds like a flavour question and is partly a safety one — both are minced, so both carry the endpoint that mincing creates, and the published guidance is not identical.
What each one is
Beef burger
The same animal as a steak and a completely different safety proposition. Mincing takes bacteria that lived on the surface and distributes them through the interior, so the whole mass has to reach the endpoint.
Lamb burger
Minced lamb, and therefore subject to exactly the same form rule as a beef burger: the interior is no longer sterile, so the whole mass has to reach the endpoint.
